The picture was taken at night. The sky is a bit manipulated to remove planes and added the blurry effect, other than that its just a picture :)

Hey there! I faved it because it is great work! *g* Whenever I open a page to DA I always look at the first things that catches my eye- and your pic definitely did! I love landscapes. Need a lot more practice myself.
